The first convention of Pakistan Christian Congress was held on Jan.10,1985, at Lahore. It was attended by the delegates from all the districts of Punjab, Sindh, Baluchistan and N.W.F.P representing youth, students, labour leaders, ,ladies forums, lawyers and business men adopting resolution to formulate the Pakistan Christian Congress, a Christians political party to launch struggle to safeguard the social, religious and political rights of Christians of Pakistan.
The martial law regime of Zia Ul Haque have implemented Islamic laws on religious minorities by The Prohibition (Enforcement Of Hadd) Order, 1979. The President's Order No. 4 of 1979, on February 9th, 1979, causing social and political unrest among Christians. At that time most of the Christian religious and social welfare leadership have joined hands with the martial law government for their vested interests. The Bishops Conference of Pakistan have welcomed the Sharia Law in Jurist Conference at Lahore organised by the administration and nominated their favourites in the Majlis e Shoora, a body replacing dissolved National Assembly of Pakistan.. It was need of the time to raise voice for Christians basic democratic rights. In such circumstances the foundation of Pakistan Christian Congress was an ultimate solution to the problems.
